Keep each plant item with its permit and contents history
Record the previous contents, decontamination status, isolation owner and authorised wastewater route against the plant number. The survey also identifies the exact opening and equipment position. Keeping those details together prevents a permit or recovery assumption from one item being transferred to another. On petrochemical sites, this link between equipment and control documents prevents cross-over between work packs.

Jetting within the plant permit order
The site contact should name the plant owner, permit contact and person controlling wastewater before survey. Recent contents and decontamination status then sit beside the exact opening, equipment route and completion check for each item. Flare, loading and process movements near the route are recorded against the proposed work window. Operations can then release one plant item without confusing its controls or wastewater route with the next.
Openings, working positions and equipment routes are checked against the isolation and permit order, not treated as arrangements to settle after mobilisation.
Completion evidence stays with the plant reference and the inspection specified for that item.

Jetting can create mist, slurry and contaminated water. Capture points, temporary storage and the authorised waste route are agreed before cleaning. Site classification, nearby hot work and shared access may also limit where pumps and operators can be positioned.

List each pipe, exchanger, vessel or surface separately and state what it last contained. Add expected isolation and opening dates, relevant site restrictions and the required cleaning or inspection result. Drawings and photographs should show the route from the proposed equipment position to the work face, allowing a quoting company to identify further questions before pricing.
If the plant will remain partly operational, explain which neighbouring systems and access routes stay live. This helps the site and cleaning provider discuss exclusion areas, hose routes and timing without making assumptions about conditions outside the isolated equipment.

When neighbouring plant remains live
Consider a transfer line that is drained for cleaning while a neighbouring line remains in use. The work pack needs to show the released flanges, the live boundary and the point at which wash water leaves the isolated section. Pump and hose positions are then checked against classified areas, loading movements and other permits active nearby.
If opening reveals different material
If opening the equipment reveals a different product layer or a blocked low point, the provider reports it against that plant reference. Operations can decide whether the existing permit and storage arrangements still cover the work. The change is not carried across to another vessel or pipe simply because both appear on the same outage list.
Handover against the same plant reference
Completion photographs and wastewater notes use the same equipment number as the permit. The receiving maintenance or inspection contact can therefore see exactly which opening and internal section the crew reached before the item moves towards closure.
